07.04.10 Interview with Mr. Oleg Petrovsky, Director of Lviv Department Tebodin Ukraine CFI

Summary:

Oleg Petrovsky is an Office Director and a Chairman of Tebodinе Ukraine CFI  Lviv office management team. Mr. Petrovsky joined Tebodin Ukraine team in 2002 as a Construction Manager and successfully realized several industrial projects where Tebodin Ukraine was General Designer and Construction Management Company and several Projects where Tebodin Ukraine was also a Designed and Build Company.

After the opening of Tebodin office in Lviv in 2006 Oleg Petrovsky took the position of Lviv Office Director and organized an office which now employs 45 local consultants and engineers.

Since 1993 Tebodin Ukraine company has made a great contribution in attraction and realization of direct foreign investments to Ukraine. In frames of Euro 2012 the Company realized a number of strategically important projects.

— You took part in Spring Business Forum in the previous year. What were your impressions?
— Our company participated in the forum last year, and we were content with it. We liked the composition of the participants and variety of the talked over subjects, as well as the level of the discussed problems. The forum gave us a new opportunity to meet our friends and business partners, exchange opinions and plans for the future. In addition, it was important for us to meet and get acquainted with those forum participants, who have started or plan to start business in Ukraine. Beyond doubt, the arrangements of this level give the opportunities for any participants to understand the positions of his company in Ukraine and in Lviv, and, as a result, the development of his business.

— Tell us please what kind of projects do you realize at the moment?
— I’d like to mention just few recent projects within the range of projects currently implemented by our company to picture our diversified services:

• At the moment we are finalizing General Design project for one of the cement market leader CRH  (Podolsky Cement) under construction of new dry method plant.
• In frames of preparation to EURO 2012 Tebodin Ukraine is General Designer of new passenger terminals of two strategic international airports of Ukraine (in Borispol and Lviv). Borispol airport project is under construction phase, the designed Lviv terminal is awaiting implementation under will of Ukrainian government and strategic investor.  
• We have just started engineering project for Construction of pulverized coal injection plant for metallurgical enterprise located in the East of Ukraine.
• Our Consultants have several running lender’s monitoring assignments for EBRD and international banks, environmental studies and ESAP development according to international standards.
• Company performed project for valuation of property and equipment owned by Georgian sea port for the purposes of international audit and further application of valuation results under international financing acquiring.

Our experts are involved in the range of projects and construction management projects implemented by Tebodin Eastern Europe in Russia (last year strategic decision was made to consolidate offices in Ukraine and Russia under regional management).

— When do you think there will be recovery of foreign investments in Ukraine?
— Conditions for attraction of foreign investments are: stability and constant improving of business conditions, exemptions, consistency and understandability of the government policy priorities, legislation transparency, incl. tax legislation, minimization and simplicity of permitting documents obtaining, impartiality of judicial authority etc. An important aspect is final legislative formalizing of public-private partnership principles, which will allow attracting large-scale investments into infrastructural objects and non-quick-yielding objects.

If these issues become not only declaratives, but real priorities of the new Ukrainian government, then Ukraine, possessing an unrealized potential, in near-term perspective will be able to attract foreign investments in sufficient volumes. And, in particular, unique chances, as those of a country co-holding EURO-2010, will not be missed.

— How do you estimate the level of project financing in Ukraine?
— Nowadays the main investors for large-scale projects in Ukraine are international financial institutions (EBRD, World Bank group), European Union, private foreign and local investors.

Financing of projects by International financial institutions and EU requires high level preparation and responsibility of the borrower (both private and public) from the point of project’s detailed elaboration, analysis of social and ecological impacts.

Private investor is ready to finance high-return rate projects or prestigious project with prospect for transformation of the project scheme into public-private partnership (EURO-2012 objects are a striking example).

Private Western investor needs political and legislative stability guarantees, business conditions transparency and simplicity.

Banking facilities today finance mainly projects with high degree of readiness, paying attention to detailed project risks analysis and engaging independent consultants for constant project monitoring.

— What are your forecast as to business and appearance of new projects in the future?
— Our plans embrace consistent development of our experience in construction of large industrial objects, implementation of international financial institutions projects, participation in projects for preparation of Ukraine for EURO-2012 and in prospect public-private partnership projects, as well as developing new markets of our projects (metal industry, ports, waste utilization, gas-transport system and condensed gas storage terminals, alternative energy).

We believe in perspective of new interesting projects since potential of the abovementioned areas is not realized in Ukraine thus far, but an increasing local demand and international interest exist, and we have an advantage of international experience of such projects successful implementation.

— How do you think if it is reasonable to conduct such activities in Ukraine?
— We think that holding of business forums has an exceptional value for sharing of professional opinions and market conditions and tendencies. We thank the organizers for an opportunity to regularly participate in the forum’s activities.
